Office 2013 Language Interface Packs ("LIP" or "Language Accessory Packs"), are offered from Microsoft in order to change the display language of the Office's 2013 applications menus (Word, Excel, PowerPoint, etc.) to another language of your choice. Additionally by installing a different language pack, you can use the spell and grammar checker on that language.

Notes:1. Unfortunately Microsoft doesn't offer the LIPs for all languages for FREE. In the below links you will find only the free language Packs for Office 2013. If you cannot find the download link for a language of your choice then you have to purchase (buy) that language pack directly from Microsoft.

1. Go to My Office Account and sign in with the Microsoft Account you used to purchase Office 2013.2. Select Install from a disc.3. Select I have a disc, and then select View your product key.4. Then navigate to and type your product key.5. Finally choose the language you want to download and install Office 2013 in that language (First uninstall any other version of Office).

Office RT modifies or excludes other various features for compatibility reasons or resource reduction. Other excluded features include the removal of support for third-party code such as macros/VBA/ActiveX controls, the removal of support for older media formats and narration in PowerPoint, editing of equations generated with the legacy Equation Editor, data models in Excel (PivotCharts, PivotTables, and QueryTables are unaffected), searching embedded media files in OneNote, along with data loss prevention, Group Policy support, and creating e-mails with information rights management in Outlook.[63][64]

Office interface language packs for office 2003 to Office 2013 were free. Microsoft stop selling Office 2003 and Office 2007 language packs in July 2011

Language interface packs (LIPs) change the language for the ribbon and commands for some Office applications, and include a spell checker for their language. LIPs are available only for the languages listed in the Links to free LIP downloads section.

I should point out that Microsoft no longer sells Office 2010 language packs either. The information I quoted is reference to Office 2003 and Office 2007. This means the only language packs sold by Microsoft are for Office 2013.
